A little, free Country

Description

This is a little Country most of you probably don't even know it exists, so it's time to learn something new!

The title is kind of a pun, because - in spite of the name - the Free Territory of Trieste is not free (yet?).

Short history of Triest - Trieste - Trst:

Trieste had been part of the Habsbourg Empire for more than half a millennium (1382 - 1918) and it became a special melt pot where the Germanic, Latin and Slavic world meet and became one, especially thanks to the free port, established by Holy Roman Emperor Karl VI in 1719 and extended by Maria Theresia of Austria.

After WWI, Trieste and other land of the Österreichisches Küstenland - Austrian Littoral were assigned to Italy, which maintained sovereignty over this land for less than 30 years. Most of this time was spent under the Fascist regime, which did violently eliminate most of the Austrian roots of the land - destroying monuments, forcing all the population to speak Italian only and to even translate their names in Italian.

After Italy surrendered in WWII, on September 8th, 1943, Trieste became part of Operationszone Adriatische Küstenland - Operational Zone of the Adriatic Littoral (OZAK) which, as you can imagine, was under the control of Nazi Germany. Collaborationists helped the Nazis to set up and run a concentration camp. That is still there, as a monument (Risiera di San Sabba).

In April, 1945, the Yugoslav army free Trieste from the Axis and, soon after that moment, in May, troops from New Zeland reached the city-port as well: they were there as Allied Forces acting upon the Armistices signed with Italy. The Allies run the area as Allied Military Government of Venezia Giulia, the name that Italians had assigned to the Österreichisches Küstenland.

During the peace conference, the Allied and Associated Powers decided that part of Venezia Giulia was to be assigned to Yugoslavia, while Trieste and another part of Venezia Giulia would become part of a new State: the Free Territory of Trieste - FTT.

On January 10th, 1947, the United Nations Security Council approved this and one month after, on February 10th, 1947, the Treaty of Peace with Italy was ready: it came into force on September 15th, 1947.

September 15th, 1947, Italian sovereignty over Trieste ended. The main area of the State, including Trieste and its international Free Port, was under the administration of the Allied Military Government of the Free Territory of Trieste (AMG - FTT). The secondary zone was under the administration of Yugoslav Troops.

Trieste became a neutral, demilitarised State with an international Free Port, that should be run by an international commission chaired by the representative of the Free Territory and representatives of different Countries, like the USA, the UK, Russia and other successors of the USSR, Austria, Hungary, Czechoslovakia (now Czech Republic and Slovakia) Switzerland, Slovenia and other successors of Yugoslavia, Italy and Poland.

Going through the posters at the Marshall Foundation, it is possible spotting Trieste's national flag between these of the 18 Countries that received aid thanks to the European Recovery Plan: LINK

Trieste lived a time of economic prosperity and the international Free Port worked greatly, but the Cold War prevented the fast coming into force of the Permanent Government and the Allies could do nothing but hand over the provisional government of the new State to two, new national Governments - not to other States, because Trieste was already a State: part of it was assigned to the Italian Government, the other part was entrusted to the Yugoslav Government until 1992 (when the UN recognized it as part of Slovenia and of Croatia).

The decision of the handover took place on October 5th, 1954, with the signature of the Memorandum of Understanding of London: Italian troops entered the city on October 26th, 1954 and they did soon violate the Treaty of Peace and the Memorandum of Understanding, as the Commissioner of the Italian Government did soon start to simulate that the Republic of Italy had recovered its lost sovereignty.

Among the many other difficult situations of the Cold War, this problem remains unsolved to this day, but, despite the massive propaganda, the citizens of Trieste did some research and now, more and more of them are claiming their rights and the solution of "question Trieste": they want the United Nations to appoint their Governor and restore legality in their land, stopping the violations committed by the Republic of Italy and the Italian Government, as this did destroy the city's economy as well as that of all the Countries with special rights over the international Free Port.

This is the Country I decided to represent here, taking into account a little modification of its territory: after Slovenia and Croatia declared their independence, a small part of the Free Territory of Trieste was recognised under their sovereignty, but the other part and the Free Port do still exist, even if under Italian temporary (dis)administration.

I will do my best to draw more illustrations of Trieste, then and now.

About my OC:

I named my OC Maria Theresa in honour of the Austrian Monarch who took good care of her, I am still thinking of a suitable last name, one that would represent her special, multicultural origins. Maybe I won't even give her one, to let the fans imagine it. I did not stick to the original "Theresia" spelling for two reasons: first, I did not want her to be named exactly like the Empress, second, because the English spelling is a nod to her becoming independent and being administered by a British-US Government. I might tell more about her name in a future drawing, mostly for historical reasons.

She likes trading and sailing, she likes adventures and parties, but she is not very self-confident lately, as her identity has been denied for a long time. She admires Austria and considers him like a father, as he protected her from Venice - her greatest enemy in the past.

Maria Theresa is very open-minded and she likes learning languages and studying religions: she hates nobody, because she knows Countries do only what their bosses want them to do, yet, she feels sad because her environment has been polluted very much and Italy neglected her Port.

Once she is free again, she wants to invite all the Countries holding special rights on her international Free Port and work with them for a better future and this will probably be one of the next things I will draw.
